How to handle configurations in autorest.md after migrating to TypeSpec

We have language specific configurations in autorest.md which will not be in the TypeSpec spec itself. We should figure out a way to deal with them in a general way or just resolve them one by one.

I think TOM could resolve it in a general way. However, TOM itself has some limitations so that we currently might don't want to proceed it.

If we are going to handle these one by one, here is the current list:
