Add tooling for bulk rule review

Now we have quite an extensive ruleset its a bit more difficutlt to get a full overview of the rules we have.

In Bearer/bearer#1479 we created a csv export of our rules so we can compare across languages and normalize CWE usage and naming.

As we go foward it would be nice to have some tooling so we can take an updated CSV and apply those changes across our rules to make a PR with any changes.
