It makes logical to add the qpp-conversion-tool invocation here. This will let us do just throw in a file here and this module encapsulates all complexities encircling file upload ingeneral.

We need to be sure handle the error formatting as part of this issue.

hold-on on this issue, we do not need that in Year 1 code.
