There is no way to group licenses. There could be categories (like catalogue items) to use for grouping.

A simple solution is to name the licenses 001_X_Y_Z and 002_A_B_C so that they sort nicely into "groups" with the alphabetical ordering.

For this to work there needs to be a constent sort in all the admin screens too. See #3302
