Currently if you set an entitlement end date in the application, it doesn't close the application even though the entitlement is removed.

We could use expirer bot to check the applications :entitlement/end date and close the application once the date passes. This would automatically send the relevant event notification and entitlement push.

This relates to #2682 because after the application has been closed, it could be deleted
