Each unique call to 911 receives an automated incident number in the
Computer Aided Dispatch (CAD) system. For the reports of "Daily Incidents"
we would consider a valid incident to be any incident number that had an
LAFD unit dispatch associated with it. So this would remove incident
numbers where a caller immediately hung up, or some similar event
