Scaling and DSS Scaling pipelines are outdated

The pipelines have not been run in a long time, with no build history on Buildkite.
If these pipelines are no longer useful, we can just delete them. If we want to use them, we need to update them to use the modules and run them regularly to ensure the tests pass.
