Checkbox for user- and project namespace (exclusion)

As there was in the past such checkbox, there are currently much more people which request this feature. I was recently asked (on Commons) to dig deeper again. I also see a big need for this. Anyway the very most false replacements are on this namespaces (cmp. also false link identification).
