Is the Overview element required to follow the Detailed elements in the Entity and Attribute structure? It would make more sense to me that it precede the detailed entity and attribute element(s) as an overview of what follows unless I am not understanding it correctly.

In the FGDC standard, the Overview element must follow the Detailed element(s) if both are present. The following notation from the standard, when written out, says "At least one Detailed OR at least one Overview OR at least one Detailed followed by at least one Overview". However, in the tool those elements could be re-organized for whatever is most intuitive for the user.
I was wondering if it wouldn't make sense to move the ea overview elements onto the tab that's currently called 'Instructions' and rename it to 'Overview'
The layout / instruction content could probably be cleaned up / fleshed out more fully.
