The idea here is to collapse the need for a privacy statement and terms-of-service into a human readable code-of-conduct, which would be required before the app accepts new users. The app could contain a default code-of-conduct that could be edited in the application itself. This isn't an original idea, it's what the Mastodon project have been doing, and I think it could serve as a good model for opensource projects that want to encourage engagement with ethics in how the tools are used.
We could start with the code-of-conduct we are using for our slack community, and add details about the application itself.
