Alberto no revisó el código y parece tener algunas cosas extrañas como la linea 28 donde dentro del loop el led esta constantemente encendiendose.

digitalWrite(LED_BUILTIN, HIGH); // Esta linea indicara si la pico ó placa sin luces rx tx esta funcionando
