Shop Signs sales tax is not implemented

This feature is only partially implemented in the 1.3.* beta releases for 1.16.5

The idea is that there can be a global (Server) tax for shops, as well as a local (Town) tax for shops. Shop taxes help remove excess money from the games economy, and also help players who own towns with town taxes.

Currently if a Global tax is set, it will show a message when setting up a shop, but it will not take any money from trades.
