Develop or integrate existing R tools to automate QA/QC of data #11

R has many capabilities that can be implemented for checking data (domain and range checks, test for duplicates, detection of spikes and long-term drift, comparison with nearby stations). But many of them are not currently built into functions that can be easily applied to arbitrary data.

Some of that functionality might exist in the package here: https://zenodo.org/record/821828#.Wx7NBrpFx0h. I'll try to install and test a little this evening.
