because the updated ncdfcfreader isn't in vtk 9.4, merging this would break Pan3D. We need to be sure to make this an optional feature of some kind.

I think this should be post-pone after Nov 21st since we need a VTK wheel with the code in it to start the integration. So we should move it to a later sprint. @aashish24
