Promote covid-19 collections to production

What

Promote remaining collections used by the EO dashboard that our initial audit did not catch.

Why

The production backfill audit for the EO Dashboard was based on this outdated list. The current list of collections used for the EO dashboard is here. VEDA hosted collections can be differentiated by Endpoint.

Promotion

1. stretch: make some thumbnails and upload to veda-thumbnails
2. validate collection metadata add thumbnails and renders if it is obvious
3. add collection, transfer-config, and discovery-config to ingestion-data/production
4. publish collection and discovered items to production catalog

I'm going to close this up for now. We can re-open if EOX reports any other missing collections but I do not otherwise think we need to maintain long term audits of old production vs new production now that EOX has already cut over to the new system.
