A group of users should be created to permit only the management of groups (assigning Users & Roles to Groups) and nothing else (ie inability to edit clients).

A prominent example of this workflow are groups of JupyterHub users created for a workshop.
The administrative user is someone outside our development teams who coordinates the workshop participation. We want to create a group for them that will grant access to specific hub resources and then give them free hands to manage membership of that group. But only of that group and they can also not create or delete groups or do anything else in the admin UI.
The creation of the group and creation of the first admin user is done once by a sysadmin, so this does not need to be automated.
