Create budget guidelines

@frafra, @nicokant, @VangNINA would be great if we could setup budget guidelines for project managers to help them set aside resources publishing new data to the map portal.

• license cost (QField Cloud, ... )
• hour estimate for preparing data + metadata for publishing (done by project particpants themselves)
• hour estimate for both styling and publishing vector, raster data (done by miljødata)
• cost for storage of data in the mapportal (?)
