Multi-phase review process

Some competitions require a narrowing down of the field of submissions before reviewers are assigned. The first step would be to triage applications and decide which ones proceed to the next round of full review. This decision may be made by multiple people, some of whom may go on to be reviewers, some may be administrators. After that, the administrators would assign the submissions to reviewers.

A possible third round would involve deciding from the reviewed applications during panel, with an in-panel voting session.
