Cant build Blast - /artifactory/api/pypi/ct-omniverse-pypi/simple/tomli/

when i start build.bat from \PhysX-106.1-physx-5.4.2\blast folder

Anyway to fix ? Found that https://forums.developer.nvidia.com/t/unable-to-install-omniverse-iot-samples-in-windows-11-pro/279880 with no answer
