Deployment Strategies: Documentation hub and pointers to tutorials on IaC tool

Once #62 is sorted out, we will need a new documentation 'hub' added to https://developer.onebusaway.org. This will be a webpage that points the reader to basic tutorials on our chosen IaC tool and collects links to all of the guides we'll write about deploying and maintaining an OBA server.

Deliverable

A new link under Guides named 'Cloud Deployment', or something similar, that points to a new webpage named 'Cloud Deployment Hub'. For now, the Hub page will include 1-2 paragraphs of explanation about our chosen IaC tool and where to find resources on it.
