Embed localization in index file #192

embed localization json file in index file to increase transfer speed.
An example,

<head>
</head>
<body>
  <script>
    var localization = {"new.text":"in  <strong>osekai</strong>...",...}
  </script>
</body>

To make this possible, get and put localization file in php file.
An example,

<?php
echo '<script>var localization = JSON.parse(';
echo file_get_contents("/global/lang/en_GB/home.json");
echo ')</script>';
?>
</body>

Language can be available from cookie, so

<?php
$locale = "/global/lang/".$_COOKIE["lang"]."/home.json";
if(file_exsists($locale)) {
  echo file_get_contents($locale);
} else {
  echo file_get_contents("/global/lang/en_GB/home.json");
}
?>

to get localization file.
