Slow downloading from index.crates.io

Not sure if this can be helped on binwalks end, but I'm trying to build the binwalk docker package and it keeps timing out at different spots downloading from index.crates.io. It seems to be at different files each time (although I have seen bzip2-sys a few times now). Perhaps if I try it another dozen times, I'll get it completed.
I'll try changing my IP address to see if there's a download limit on crates' end....

This seems to be a docker only problem, as it installed just fine from cargo. (although it required an > apt install libfontconfig1-dev to deal with a fontconfig.pc issue)
