问答系统在很多逻辑细节上与 bbs 并不一样，所以需要单独实现

每个用户只能回答一次
回答排序是按照支持度最高的来排序
对于问题和回答会有更多的管理选项，保护、关闭等等
支持单独某个回答的显示，但显示的时候问题也会显示
问题的修改需要有版本记录
支持他人对问题和回答进行修改
