Feature Request: Map Comments and Metadata Selection Layer

Problem to be solved

Mapping is uniquely disadvantaged to keeping documentation between developers. While PRs can record notes and the likes, maps cannot add meaningful comments in a format that is easy to intake and more importantly transfer between hands.

Sugest a solution

Introduction of an encoded commenting system and a selection layer specific to SDMM to filter comments from editing window. Comment data could be encoded in an inline comment with separators to reduce impact of .dmm to .tgm conversion or a block/multi inline system to reduce PR delta. Not sure which would be best.

Comments should include x,y,z,author,comment at the least and be sanitized. x1,y1,x2,y2,z and sysDate info would probably be the best to allow area highlighting and history.
