This commit includes:
- Making Dialog views like proper windows ("X" close button, draggable, open and close animations, etc.).
- Improvements and fixes to title bar buttons.
- Better logic for giving Dialog windows a Title (Still a WIP).
Unrelated work:
- Improved Tooltip for Seed Textbox
- Started work on allowing importing of .ico files for server icon
Also fixed "Port already in use" countdown to only show seconds instead of including decimals.
WIP: turing PNG icons into SVGs, to support theming

This reduces complexity of loading logic
This removes need of some lines in code behind of main window.
Send icon was black but should be white. Send icon was too large but should be 20x20.
The embedded server view crash happened when you send an empty command

For some reason, the ViewBox won't change its height with the itemsControl.
