[ENHANCEMENT] function block for monitoring signals

We would like to add a new feature that allows to monitor changes in signal values, Feature should include this functionalities:

• log last 10 changes with corresponding date and time.
• write changes to a CSV file for further analysis. It should be possible to disable writing to the file. We should be able to provide name for the file and also its path.

Justification:
This feature is critical for tracking signal fluctuations in real-time applications, particularly for diagnostics and post-process analysis.
