I was wondering if black frame insertion as a feature would be possible to reduce display-related motion blur?

Your suggestion

It would offer a frame insertion count (say 1 to 10) and would display that many black frames between every real frame. The driver would report to applications the divided frame rate, while the real one is applied when rendering on your monitor. There's probably not much need to use this when streaming and the like, so it would make the most sense for it to default to a monitor's max refresh rate.

Of course, it would divide your refresh rate by that amount and dim brightness by nature of the method, but it's easy enough to adjust the monitor brightness (as a quick fix, more intricate would be adjusting colors) and being able to choose between a range of values makes it easier for a user to choose between motion blur reduction, flickering, and brightness.
