I think I have exactly the same problem as in this issue #346. I can't reopen it, so I open a new one, hoping that this is the same problem.
The fix in the PR #357 does not work for me, I did my tests from the master branch.
I checked in the database (MariaDB in my case), and the value "status_id" in the "services" table is clearly not updated when we create a new issue. It remains at default status ("1"), until we manually update the issue.
