Implementation of Runtime Dependency Checker

@b1ek came up with this idea to create RDC (Real Time Dependency Checker) for Amber. The main goal is to parse the commands that are being used by script produced by Amber and make sure that all of these dependencies are available in the environment.

This feature is connected with #95 issue.

After some conversations we (@b1ek @boushley @Ph0enixKM) have decided that it'd be better to integrate RDC as a separate project.

The solution that @b1ek proposed is https://bshchk.blek.codes, a project of her authorship. Here is the GH Repository https://github.com/b1ek/bshchk.
