Replace usage of System.Environment with Effectful.Environment

The effectful library provides an effect for system environment variable access, namely Effectful.Environment.

This allows us to define functions using the Environment effect instead of EmbedIO.

We should replace all current usages of System.Environment (which requires IO) with Environment / runEnvironment in the appropriate places.
