Namadillo: Show explanation why user cannot vote

If the user has no active delegations before the proposal started, the vote button is deactivated.

The user may not know the requirements to vote. A tooltip with the reason why the user is unable to vote would be helpful.

Could we just have a text hover on the button when it’s greyed out.
