How to restrict costmap_update size?

Hello!

I have three layers associated with sensor data of 150x 150 size. I expect that costmap_update should be of the same size. But the costmap_3d is publishing costmap_update with size of static map, where x, y is always (0,0).
Please suggest how to fix it.

just found out that if the layer exists for local map and local map does not arrive then costmap_update publishes entire map in update.
