Thanks for the report!

fabric is a CLI service (one of the oldest integrated ones as well) - so you don't need to up it (there's no web-service in the background). It's mentioned in the docs, but I guess the whole situation with CLI/API services is only clearly visible in the Harbor App (it only allows to up services with an API component)
