Snapshots and Joystick prompt

So it no longer changes the joystick when loading RZX files with joystick prompt on or off. But it still changes the joystick in other snapshots like z80 when the prompt is off. Can you change it so that no snapshots change the joystick when the prompt is off and ask to change the joystick when the prompt is on (including RZX if the user wants to stop the RZX and continue playing).

Only open RZX's can be added to anyway so maybe force change the joystick if the RZX has not been finalized yet.
