Workflow for publishing

Publishing the tscfg artifacts has never been a smooth process, and it was almost impossible to get to work in my last attempts (so the latest 1.1 is not yet available at maven 1.1.2 got published).

Describe the solution you'd like

A modern and reliable publishing procedure (ideally via GitHub workflow).

Contributions would be particularly welcome to help address this.
