Once a PR is merged we should no longer need the "needs-merge" label.
For a PR or an issue we might want to remove "needs-merge" label and add a label like "unreleased"
The "unreleased" label should help identity PR that were merged but not yet released.
As part of the release cycle, we can then manually relabel PR that were released.
