When a user is editing sections on the site, he/she must "submit" each sub-section change separately. Current behavior can lose user edits; new behavior shouldn't.

We started on this in the branch comport/submit-saves-all-edits-#132. It works, except for changing the order of items in the schemas; we need to rewrite the algorithm to perform the sort when multiple changes might've been submitted.
