Investigate/add module for publishing debian packages to a repo

Reading this it looks fairly straightforward to host a Debian package repo. It looks like perhaps we could make a module that takes a list of, say, github release artifacts and publishes them to an S3 bucket Debian repo. This might be a good thing.
