windows 64: unable to update, add or remove packages.

When using the conda ui on windows you can't update add or remove a package from an environment. They all give the same error

"Cannot continue operation while processes from packages are running without --force-pscheck."

It should work from a non-root environment, though, right?

I don't think I fully understand what you mean by that, but it doesn't seem to matter which environments packages I'm trying to edit.
