Component: Internal Things to Improve

This Issue exists to collect many items that don't quite effect users, but we still want to address at some point.

Many tasks here (e.g. the TODOs and CLEANUPs) are probably contributable by anyone, but others may require some internal knowledge or access. Please ping in Discord or discuss in this Issue before picking up anything ambiguous.

• Everything marked TODO in the codebase
• Everything marked CLEANUP in the codebase
• Prevent Timeout exceptions from being rollbar'd (see Prevent Timeout exceptions from being rollbarred #4092)
• Include reference to user in rollbars created by queueworker (see Add people to queueworker rollbar #3905)
• potential upgrades to how we should store programs
  • Store handlers with transitive list of toplevels to also load
  • move cached storage to a fast cache (like redis)
  • switch to using SetExpr where possible
  • switch to "real" operational transforms
• Add dark to https://hstspreload.org (see Add dark to https://hstspreload.org/ #3829)
• Fix DMARC on outgoing emails from mailchimp #4725, might be done already
• Make it easier to avoid problems in the DB Make it easier to avoid problems in the DB #3949
• The pager hasn't been going off for PageableExceptions
• consider if gcp-containers-test job should depend on additional other jobs
