Let's call this an INSELECT (instead of UPSERT):

INSERT INTO users (email)
        VALUES ($1)
    ON CONFLICT
        DO NOTHING
    RETURNING
        *)
    SELECT

    FROM

    UNION
    SELECT
        *
    FROM
        users
    WHERE
        email = $1
