Description

In #17854 we standardized around the telephone paragraph field, and moved away from the old telephone field.

When Editor change management is complete (in #19064) we can remove the telephone field from Drupal.

Acceptance criteria

  • BLOCKER: Editor-facing telephone change management is complete
  • Old telephone field is removed from Drupal
