In 7.0.101, source-build removed the portable runtime build from the source-build process to improve our build time and space requirements by about 15% and prepare for the virtual monorepo. While there is no change for most developers and distro maintainers, if you are going through the bootstrap process for the first time with the 7.0.101 SDK, you will need to append the -- /p:UseNonPortableIlasmPackageOverride=true argument to build.sh in the stage 2 build.
