Megalinter Updates

At the time of writing this PR. Megalinter doesn't fully support rust auto formatting and cargo clippy errors. The following issue in the Megalinter repo will be addressed (#oxsecurity/megalinter#4318) at which point this repo should be updated to use the lastest version of Megalinter.

As well as this the auto PR Fixing should also be addressed as part of oxsecurity/megalinter#4317 in which we should upate our github actions to use this update.
