When the module was developed, @eileenmcnaughton noted "If someone knows how to test if Civi debug is on I'll add that in so the module is 'quiet' if debug is off". So if that capability existed, I could enable the civicrm_developer module but it wouldn't change the UI - it would "be quiet" - unless I intentionally enable debug?
