Always charset-normalizer error on uploading

I keep getting this error when uploading the image to the ESP via command 'esphome run vue2.yaml' :

Consider using the `--user` option or check the permissions.

I've tried running as admin, using powershell (admin and not), tried 3 different computers (win10/win11), tried Python 3.9/3.10/3.11.
I've tried uninstalling Python fully and resintalling. Tried Setting the Python folder as full permission for all windows USERS. Always same error.

The package exists already and it always wants to reinstall it which makes no sense. If it would just use what's there already, it would probably work. I'm at a loss what to do next
