Do I need to connect and calibrate the 200amp CT clamps for both Vue or can I get away with one set?

One set is fine.

If I only need one set of 200amp CTs is there any part of the phase code on the secondary Vue that I could comment out

Yup, the big clamps are configured the same way as the small clamps.

Just delete/comment the entries:

      - phase_id: phase_a
        input: "A"  # Verify the CT going to this device input also matches the phase/leg
        power:
          name: "Phase A Power"
          id: phase_a_power
          device_class: power
          filters: [*moving_avg, *pos]

As well as any reference to those entries in the file (i.e. "Total Power", etc).
