How to reproduce

Preconditions:
there is a published folder with applied rules test_v

Steps:

1. create publication request for chat
2. click Change link in Publish to text box
3. create new folder which has the same name beginning
4. select this folder

Actual result

folder and its rules displayed together with selected folder

Expected result

Only selected folder should be displayed
