Add the web-hook notification into the GitHub Action CICD #93

At the moment we have not yet added this to the GitHub Actions, which we would do either on https://github.com/florianutz/Ubuntu1804-CIS/blob/master/travis.yml.bak#L21-L22 |
https://docs.ansible.com/ansible/latest/galaxy/user_guide.html#travis-integrations Looks like Ansible is not interested in supporting GitHub Actions. We should consider staying with Travis |
My plan was to just have a GitHub action created to do what we need. We are
strategic partners with theGithub security team so I can just ask them to
write me what I need.
Remember we’re not normal end-users :-).
I will also send an email over to Michael DeHann and see if he can ask
them to just write the integration.
Shouldn’t be an issue will get it worked out

All we really need to know is what web content ansible galaxy is expecting
and we can easily run an action that creates that and sends it over

As a part of the transition from Travis to GitHub Actions, the last part of the workflow that I did not yet address is the notification on success to the Ansible Galaxy on a successful release.
As I did not have time to find a solution, I thought it better to just make an issue and address it as soon as we could.
