New API Request for IoT Location Update for Appointment

• Proposal to support this as a web hook event by Carrier systems
• Scheduling system can ping parodically ping about location updates and other optional attributes such as temperature
  • Scheduling system can invoke IoT Location Update for Appointment API on carrier system
• Scheduling system is expected to do impact analysis for potential delays and take necessary action as per configured policies
  • Auto reschedule to next closest appointment to the new ETA and propagate new reservation details via Appointment Change Notification API
